Background Information on Project HALO

Project HALO, for “High Altitude Lift Off”, was conceived to explore the scientific and economic potential of using high altitude balloons as launch platforms for rockets.  The goal is no less than to provide cheap access to space for individuals, small clubs, and student groups.
